ProcessHow Pradhan and Zila Pramukh Are Elected
- 1
🗳️ Members are elected
Village voters elect one PS member and one ZP member from their wards, with party symbols, on their phase date.
- 2
🧮 One count on 20 November
Votes of all four phases are counted together at district headquarters, so no result leaks before the last phase.
- 3
🏛️ Zila Pramukh election
Elected ZP members meet and elect the Zila Pramukh from among themselves, then the Up-Pramukh. The post may be reserved by lottery.
- 4
🏢 Pradhan election
Elected PS members elect the Pradhan and then the Up-Pradhan of the Panchayat Samiti in the same way.
- 5
🤝 Why it matters
Because heads are chosen by members, a party needs a majority of members, so independents and cross-voting can decide who becomes Pradhan or Pramukh.

The lawThree Tiers and Indirect Heads: Articles 243B and 243C(5)
243B. Constitution of Panchayats.— (1) There shall be constituted in every State, Panchayats at the village, intermediate and district levels in accordance with the provisions of this Part.
(2) Notwithstanding anything in clause (1), Panchayats at the intermediate level may not be constituted in a State having a population not exceeding twenty lakhs.
243C. (5) The Chairperson of— (a) a Panchayat at the village level shall be elected in such manner as the Legislature of a State may, by law, provide; and (b) a Panchayat at the intermediate level or district level shall be elected by, and from amongst, the elected members thereof.
Article 243B creates three tiers: village, intermediate (Panchayat Samiti) and district (Zila Parishad). Article 243C(5)(b) then says the chairperson at the intermediate and district level is elected by and from the elected members. That is why you vote for a PS or ZP member, never directly for the Pradhan or Zila Pramukh.
🏠 Everyday analogy
It works like Parliament: you elect your MP, and the MPs decide who becomes Prime Minister.
🇮🇳 Real Indian example
Suppose a Zila Parishad has 31 members and no party wins 16. The four independents then decide the Zila Pramukh on 25 November.
