Ward Panch: Election, Powers and Duties

Thousands of ward panchs are being elected across Rajasthan this month. The post looks small, but panchs choose the upsarpanch, pass the budget and can even move no-confidence against the sarpanch.
PowersWard Panch Powers and Duties: 6 Things a Panch Can Do
Votes for the upsarpanch
The day after the poll, panchs elect the upsarpanch from among themselves.
Vote in panchayat meetings
Budgets, works, beneficiary lists and resolutions are passed by the panchayat, where each panch has a vote.
Voice of the ward
Raises the ward's needs: water line, drain, street light, road, ration and pension cases.
Ward Sabha
Rajasthan law provides a Ward Sabha of all voters of the ward, which the ward panch convenes and presides over, to pick priorities and beneficiaries.
Check spending
Can ask for accounts in meetings and inspect works in the ward; see our panchayat funds guide.
No-confidence motion
One-third of the directly elected members can sign a notice of no-confidence against the sarpanch (Section 37); see how to remove a sarpanch.

The lawWhy Every Village Has Wards: Article 243C
243C. Composition of Panchayats.— (2) All the seats in a Panchayat shall be filled by persons chosen by direct election from territorial constituencies in the Panchayat area and, for this purpose, each Panchayat area shall be divided into territorial constituencies in such manner that the ratio between the population of each constituency and the number of seats allotted to it shall, so far as practicable, be the same throughout the Panchayat area.
Article 243C(2) is the reason wards exist: every seat in a panchayat is filled by direct election from a territorial constituency, and each ward should have roughly the same population per seat. So your ward panch is your most local elected representative, chosen only by your lane and neighbourhood.
🏠 Everyday analogy
If the gram panchayat is a class, the sarpanch is the class monitor and the ward panchs are the row leaders: each row picks its own, and the monitor cannot run the class without them.
🇮🇳 Real Indian example
Suppose ward 5 of a Nagaur village has no drain. Its ward panch raises it in the Ward Sabha, the panchayat puts it in the annual plan, and the work is approved in the Gram Sabha.
