Step by stepHow to File a Sarpanch Nomination: 5 Steps
- 1
📢 Read the public notice
For each phase the Returning Officer issues a public notice with the dates for filing, scrutiny and withdrawal and the place to file. It is put up at the panchayat and the Panchayat Samiti office.
- 2
🗂️ Prepare papers a day early
Get the affidavit notarised, the deposit paid and the caste certificate copy attested before the filing day. Most rejections are for blank columns or a missing proposer detail.
- 3
✍️ File before the Returning Officer
Hand over the nomination in person within the notified hours and take the acknowledgement slip with the date and time.
- 4
🔍 Scrutiny
The RO checks eligibility and papers on the scrutiny day; you or your agent should be present to answer objections. A wrongly rejected nomination is a ground for an election petition later.
- 5
🎟️ Withdrawal and symbol
After the withdrawal deadline the final list is out and each sarpanch candidate gets a free symbol. If only one candidate is left, he or she is declared elected unopposed.

EligibilityWho Can File: Article 243F and Section 19
243F. Disqualifications for membership.— (1) A person shall be disqualified for being chosen as, and for being, a member of a Panchayat— (a) if he is so disqualified by or under any law for the time being in force for the purposes of elections to the Legislature of the State concerned: Provided that no person shall be disqualified on the ground that he is less than twenty-five years of age, if he has attained the age of twenty-one years; (b) if he is so disqualified by or under any law made by the Legislature of the State.
The Constitution fixes only the floor: 21 years of age, and no disqualification under State law. Rajasthan's list of disqualifications is in Section 19 of the Rajasthan Panchayati Raj Act, 1994: for example, a contract with the panchayat, a salaried post under it, or criminal charges framed by a court in serious cases. Two old bars are gone: the education rule (removed in 2019) and the two-child rule (removed in 2026).
🏠 Everyday analogy
A nomination is like an exam admit card: one wrong photo or missing signature and you cannot sit the paper, however well you prepared.
🇮🇳 Real Indian example
Suppose a candidate for a woman-reserved sarpanch post in Pali files without the deposit receipt; the RO can reject the paper at scrutiny. Paying the ₹250 a day earlier avoids that.
ConstitutionNomination and the Constitution
Article 15(3) and reservation
Seats and sarpanch posts reserved for women, SC, ST and OBC rest on Article 243D and the equality code; Rajasthan reserves 50% for women.
Article 14: Fair scrutiny
Scrutiny must be equal for all candidates; arbitrary rejection is a ground to challenge the election.
