Primaries and Caucuses: How American Voters Pick Party Candidates

In America, the party ticket is not decided by leaders but by voters, in primaries and caucuses held state by state from January to June. The winner of a majority of delegates becomes the nominee at the summer convention.
MeaningWhat Is a Primary Election and a Caucus?
In India, a party's leaders decide who gets the ticket. In the US, ordinary voters decide. Before the main election, each party holds a contest in every state to pick its candidate. If the state runs a normal secret-ballot vote for this, it is a primary. If the party holds local meetings where supporters gather, discuss and openly vote, it is a caucus. The winners get delegates, who later vote at the party's national convention to name the presidential candidate.
🏠 Everyday analogy
Like a college choosing its team for an inter-college quiz: first a contest inside the college (primary), then the chosen team faces other colleges (general election).
🇮🇳 Real Indian example
If India had primaries, BJP or Congress supporters in a Lok Sabha seat would vote among, say, three hopefuls, and the winner would get the party ticket.
Primary
- Run by the state government
- Secret ballot, like any election
- Higher turnout
- Used by most states today
Caucus
- Run by the party
- Meeting, speeches, open vote or show of hands
- Low turnout, only the most committed
- Few left, e.g. Iowa Republicans

History and IndiaHow Primaries Began, and What India Can Learn
- Until 1968, party bosses picked candidates at conventions. After the chaotic 1968 Democratic convention in Chicago, the McGovern-Fraser reforms made primaries decide the nominee.
- Democrats also have superdelegates (party leaders and elected officials). Since 2018 they cannot vote on the first ballot of a contested convention.
- For UPSC: primaries are an example of intra-party democracy, often suggested for Indian parties by the Law Commission (170th Report, 1999) and in debates on ticket distribution.
- Next: Democrats vs Republicans, then the Electoral College.
