What Is a Midterm Election in the US? The Simple Meaning

A midterm is the US election held halfway through the President's four-year term. The President is not on the ballot, but all 435 House seats, about a third of the Senate and most governors are. It decides how freely the President can govern for the next two years.
MeaningWhat Is a Midterm Election in the US? Simple Meaning
A midterm election is the US general election held in the middle of a President's four-year term, two years after he or she took office. The President is not on the ballot. Instead voters choose all 435 members of the House of Representatives, about one-third of the 100 Senators, most state governors, state legislators, mayors, judges in some states and many local questions called ballot measures.
So a midterm is like a report card on the President: people cannot remove the President, but they can give or take away his majority in Congress.
🏠 Everyday analogy
Think of a school principal appointed for four years. After two years the parents elect a new school committee. They cannot remove the principal, but a hostile committee can block his budget and plans.
🇮🇳 Real Indian example
India has no midterm. Our Lok Sabha and the Prime Minister come from the same election every five years. The closest feeling is when a party loses big State Assembly elections halfway through its Lok Sabha term.
| On the ballot in a midterm | How many | Term |
|---|---|---|
| House of Representatives | All 435 | 2 years |
| Senate | 33 or 34 (+ special elections); 35 in 2026 | 6 years |
| Governors | 36 in 2026 | 4 years (2 in Vermont, New Hampshire) |
| President | Not elected | 4 years (next election 2028) |
ConstitutionWhy Midterms Happen: The US Constitution on 2-Year and 6-Year Terms
Article I, Section 2, Clause 1. The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.
Amendment XVII (1913). The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote.
The Constitution fixes a 2-year term for the House and a 6-year term for Senators, and the President has 4 years. Because 2 does not fit evenly into 4, every second House election falls between two presidential elections. That in-between election is the midterm. A federal law of 1845 and 1872 fixes the day: the Tuesday after the first Monday in November of every even year.
Why it mattersWhy Midterm Elections Matter, and What History Shows
- Control of Congress. Laws, the budget and taxes need both the House and the Senate. If the President's party loses one House, his bills can be stopped.
- Investigations. House committees can call officials, demand documents and even start impeachment.
- Appointments. The Senate confirms judges, ministers (Cabinet secretaries) and ambassadors, and approves treaties by a two-thirds vote.
- A preview of the next presidential race. New faces win governorships and Senate seats and become presidential candidates two years later.
| Midterm | President then | What happened |
|---|---|---|
| 1994 | Bill Clinton (D) | Republicans gained 54 House seats and took both Houses |
| 2002 | George W. Bush (R) | Rare case: the President's party gained seats after 9/11 |
| 2010 | Barack Obama (D) | Republicans gained 63 House seats, the biggest swing since 1938 |
| 2018 | Donald Trump (R) | Democrats gained 41 seats and won the House |
| 2022 | Joe Biden (D) | Republicans won the House narrowly; Democrats kept the Senate |
| 2026 | Donald Trump (R) | Democrats projected to win both the House and the Senate (see Notes 2-4) |
