EPFO Wage Ceiling ₹25,000: What the New PF Limit Means for Your Salary and Pension
For twelve years, PF was compulsory only for workers earning up to ₹15,000 a month in basic pay and DA. From 17 September 2026 that limit is ₹25,000. More than 50 lakh more workers now come under the Employees' Provident Fund Organisation, and many existing members will see more money go into their pension. Here is the law, the maths and what you should check on your payslip.

What the government decided in September 2026
The Union Cabinet approved on 16 September 2026 raising the EPFO wage ceiling for compulsory coverage from ₹15,000 to ₹25,000 a month. The Ministry of Labour and Employment notified it the next day by S.O. 5109(E) dated 17 September 2026, using its power under section 2(89) of the Code on Social Security, 2020. The ₹15,000 limit had stood since September 2014.
The Ministry expects more than 51 lakh additional workers to be covered; Labour Minister Mansukh Mandaviya said the figure could reach 1 crore. The contribution rates do not change: 12 percent from the worker and 12 percent from the employer. What changes is the wage on which the compulsory share and the pension share are counted.
What ChangedEPFO Wage Ceiling ₹25,000: Old vs New PF Limit
Old limit (Sept 2014 to Sept 2026)
- PF compulsory up to ₹15,000 wages
- EPS share: 8.33% of ₹15,000 = ₹1,250 a month
- Workers earning ₹15,001-25,000 could stay out
- Pension counted on wages up to ₹15,000
New limit (from 17 Sept 2026)
- PF compulsory up to ₹25,000 wages
- EPS share: 8.33% of ₹25,000 = about ₹2,083 a month
- ₹15,001-25,000 earners now covered
- Pension share counted on wages up to ₹25,000
Think of the wage ceiling as the height of a measuring tape. PF and pension are counted only up to that height. The government has made the tape taller, from ₹15,000 to ₹25,000. So more workers are measured, and for those already in, a bigger part of the employer's share goes into pension.
🏠 Everyday analogy
It is like a school bus that used to take only children living within 15 km. Now the route is 25 km, so children living 15 to 25 km away also get a seat.
🇮🇳 Real Indian example
Ritu works in a Noida mall with basic pay plus DA of ₹20,000 a month. Earlier her employer could leave her out of PF. Now PF is compulsory: ₹2,400 is cut from her pay and her employer adds ₹2,400, building savings and a pension for her.
Official TextArticle 43 and the Concurrent List on Social Security
Constitution of India, Article 43. Living wage, etc., for workers.
The State shall endeavour to secure, by suitable legislation or economic organisation or in any other way, to all workers, agricultural, industrial or otherwise, work, a living wage, conditions of work ensuring a decent standard of life and full enjoyment of leisure and social and cultural opportunities and, in particular, the State shall endeavour to promote cottage industries on an individual or co-operative basis in rural areas.
Seventh Schedule, List III (Concurrent List), Entries 23 and 24.
23. Social security and social insurance; employment and unemployment.
24. Welfare of labour, including conditions of work, provident funds, employers' liability, workmen's compensation, invalidity and old age pensions and maternity benefits.
Article 43 is a Directive Principle that asks the State to secure a living wage and a decent standard of life for all workers. Provident funds and old-age pensions are in Entry 24 and social security in Entry 23 of the Concurrent List, so both Parliament and States can make laws on them. Parliament's Code on Social Security, 2020 replaced nine older laws, including the EPF and Miscellaneous Provisions Act, 1952, and lets the Centre fix the wage ceiling by notification.

Doubts ClearedFrequently Asked Questions
What is the new EPFO wage ceiling?
₹25,000 a month of basic pay plus dearness allowance, up from ₹15,000. It applies from 17 September 2026, the date of the Gazette notification S.O. 5109(E).
Will my take-home salary fall because of the ₹25,000 limit?
Only if you were outside PF and earn ₹15,001 to ₹25,000 in basic plus DA. Then 12 percent is cut each month, but it goes into your own PF account with interest and the employer adds a matching share. Existing members see no change in their own deduction.
How does the new limit affect EPS pension?
The employer's 8.33 percent pension share is now counted on wages up to ₹25,000, about ₹2,083 a month instead of ₹1,250, so more money goes into EPS and less into EPF. EPFO's instructions will settle how pensionable salary is counted for pension.
Can a worker earning more than ₹25,000 join PF?
Yes, PF is optional above the ceiling: the worker and employer can agree to contribute on higher wages. Those already contributing on higher pay can continue.
Which law fixes the EPFO wage ceiling now?
The Code on Social Security, 2020, which replaced the EPF and Miscellaneous Provisions Act, 1952. Section 2(89) lets the Central Government notify the wage ceiling.
